Extends repayment period for nondesignated public hospitals that received loans under the Budget Act of 2022, changing from 24-month discharge to 72-month discharge requirement.

Requires hospitals to begin monthly repayments 24 months after loan date, with remaining balance amortized over the full 72-month loan term at 0% interest.

Eliminates prepayment penalties on loans for participating nondesignated public hospitals.

Applies only to hospitals that had already received loan approval and entered into loan and security agreements with the California Health Facilities Financing Authority.

Makes an appropriation by removing restrictions on the $40,000,000 originally appropriated for COVID-19 related cashflow loans to nondesignated public hospitals.
