Requires the State Department of Public Health, in coordination with the Office of Emergency Services and regional medical coordinators, to establish a statewide strategic stockpile of medicine, vaccines, and dental and medical supplies.

Authorizes the department to contract with private entities for procurement, storage, management, and distribution of stockpile supplies.

Mandates guidelines for the stockpile that address procurement methods, shelf life management, quantities needed for sustained emergencies, geographical distribution, surge capacity, and prioritization of distribution based on income levels, medical underservice, and infection rates.

Requires annual reporting to the Legislature on stockpile inventory levels, usage, anticipated future needs, private entity contracts, and plans for emergency distribution.

Provides for state reimbursement to local agencies for any costs mandated by the bill pursuant to existing statutory procedures.
