Exempts the Department of Parks and Recreation from State Public Works Board acquisition requirements for real property purchased for Big Basin Redwoods, Año Nuevo, and Butano State Parks until January 1, 2030.

Requires fair market value appraisals prepared by licensed appraisers and approved by the Department of General Services before any purchase negotiations commence.

Mandates the department provide at least 90 days' written notice of intent to acquire property to relevant cities, counties, legislative committees, and local legislators.

Allows city council members, county supervisors, or local legislators to request public hearings on proposed acquisitions, which must be held within 30 days and publicly noticed at least 30 days in advance.

Applies to streamline land acquisition for these three state parks following damage from the 2020 CZU Lightning Complex Wildfire, allowing faster transfers of properties from nongovernmental organizations.
