Requires the Chancellor of the California Community Colleges to develop a Baccalaureate Degree in Nursing Pilot Program authorizing select community college districts to offer a Bachelor of Science in Nursing degree.

Limits the pilot program to 10 community college districts statewide, selected based on criteria including equitable access, healthcare professional workforce needs, underserved nursing areas, and communities with persistent poverty.

Caps pilot program participants at 25 percent of a district's associate degree in nursing class size, with an allowance to increase to 75 percent for districts in persistent poverty communities.

Requires the Legislative Analyst's Office to evaluate the pilot program by January 1, 2030, to assess effectiveness and determine whether to continue or expand it.

Automatically repeals on January 1, 2031.
