Requires social workers and probation officers to notify specified parties within 24 hours of learning a child or nonminor dependent is missing from foster care, including parents, guardians, attorneys, the court, and local law enforcement.

Defines "missing from foster care" as when a child's whereabouts are unknown to the county child welfare agency or probation department, or when the child is found in a court-unapproved location that may pose a risk.

Applies the missing child definition to nonminor dependents only if the agency suspects the nonminor dependent did not voluntarily leave foster care or is at risk of substantial harm based on totality of circumstances.

Requires social workers and probation officers to determine primary factors contributing to a child running away, assess experiences while absent, and determine if the child is a victim of commercial sexual exploitation.

Exempts state mandate reimbursement requirements to the extent costs are covered by existing 2011 Realignment Legislation funding.
