Expands the prohibition on erasing, painting over, or altering a license plate to apply to avoiding visual or electronic capture generally, rather than only capture by state or local law enforcement.

Maintains the existing infraction classification and $250 fine per item sold or per violation for violations of license plate obstruction laws.

Specifies that no state reimbursement is required for local agency or school district costs resulting from this change, as it falls under the definition of changing a crime or altering criminal penalties.

Takes effect immediately upon Governor's approval on July 2, 2024.
