Requires the Superintendent of Public Instruction to convene an Expanded Learning Opportunities Program stakeholder working group by February 1, 2025, to provide recommendations to the Legislature by November 1, 2025.

Working group must include department staff, expanded learning providers, representatives of school districts, charter schools, county offices of education, parents, pupils, and community partners.

Working group shall recommend on funding stabilization methods, best practices, technical assistance needs, cost estimates, cost of living allowances, adequacy of minimum allocations, family fee impacts, data collection needs, and clarification of "offer access" requirements.

The working group requirement sunsets and is repealed on January 1, 2026.
