AB 2113 Summary

• Increases mill assessment rates on pesticide sales beginning July 1, 2024, rising from $0.0245 to $0.030 per dollar of sales by July 1, 2027, and increases the maximum additional assessment for pesticide consultation from $0.00075 to $0.00104 per dollar of sales.

• Requires the Department of Pesticide Regulation to establish pesticide registration review timelines effective July 1, 2027, ranging from 6 months to 30 months depending on product type, and to annually report processing times and meet performance metrics.

• Mandates the department to annually identify and initiate reevaluation of at least one pesticide (through 2029) and at least two pesticides (thereafter) to address potential adverse effects, with mitigation measures required within 24 months.

• Expands exemptions from pest control business licensing requirements to include pool cleaning services and live capture/removal of vertebrate pests, and changes the statute of limitations for pesticide violations from 2 years to 3 years.

• Exempts the Department of Pesticide Regulation's approval of pesticide emergency exemptions from California Environmental Quality Act (CEQA) review requirements.
