Authorizes licensed civil engineers to conduct required visual inspections of exterior elevated elements in condominium projects, in addition to licensed structural engineers and architects.

Requires inspections at least every 9 years of a statistically significant sample of exterior elevated elements (decks, balconies, stairways, walkways) for which the association has maintenance responsibility.

First inspection must be completed by January 1, 2025, with subsequent inspections every 9 years thereafter, coordinated with reserve study inspections.

Requires inspectors to issue written reports detailing building component condition, immediate safety threats, expected remaining useful life, and repair recommendations; reports must be submitted to the board and local code enforcement if immediate safety threats are identified.

Applies only to buildings with three or more multifamily dwelling units; took effect immediately upon Governor approval on July 15, 2024.
