Requires the University of California and California State University to submit annual reports by January 1 each year detailing expenditures of Road Maintenance and Rehabilitation Account funds from the previous fiscal year.

Reports must detail research activities and administration expenses related to the $5,000,000 annual allocation to UC and $2,000,000 annual allocation to CSU for transportation research and workforce education.

Reports must be submitted to the Transportation Agency, Assembly Committee on Transportation, Senate Committee on Transportation, Assembly Committee on Budget, and Senate Committee on Budget and Fiscal Review.

UC and CSU must post reports on their relevant research websites in compliance with Government Code Section 9795.
