Excludes the period of time during which legal actions or proceedings challenging a permit or project approval are pending from the expiration timeline of development permits and project approvals issued by cities, counties, or state agencies.

Applies to variances, conditional use permits, and other development permits, but excludes building permits under the California Building Standards Code, demolition permits, and nondiscretionary permits issued after the entitlement process is complete.

Defines "pending" according to Section 1049 of the Code of Civil Procedure for purposes of determining when permit expiration clocks are paused.

Approved by the Governor on September 19, 2024, and became Chapter 270.

Specifies that no state reimbursement is required because local agencies have authority to levy service charges, fees, or assessments to cover mandated costs.
