Requires the California Law Revision Commission to deliver a study by September 30, 2027 regarding recusal of judicial officers for prejudice and conflict of interest, in consultation with the Commission on Judicial Performance.

The study must address the effectiveness of existing recusal mechanisms in eliminating judicial bias, the prevalence of judicial officers hearing matters despite ethics concerns, and the impact of recusals on case hearing times and litigation costs.

Report must be submitted in compliance with Government Code Section 9795.

Provision becomes inoperative on September 30, 2031 and is repealed as of January 1, 2032.
