Amends Vehicle Code Section 40215 to expand hearing options for parking violation contestations beyond mail and in-person to include telephone or electronic means if offered by the issuing agency

Maintains existing 21 calendar day deadline for requesting administrative hearings following initial review results, with person depositing parking penalty amount prior to hearing

Requires examiners conducting administrative hearings to have minimum 20 hours of training from accredited sources and prohibits examiners from being employed or evaluated based on fines collected

Permits examiners to allow installment payments, deferred payment, or community service in lieu of payment based on proof of inability to pay

Became effective September 22, 2024 upon Governor approval
