Requires patients 18 years or older receiving primary care services to be offered tuberculosis screening if risk factors are identified, based on screening recommendations from the State Department of Public Health, CDC, American Thoracic Society, or U.S. Preventive Services Task Force.

Requires health care providers to offer followup care or referral to another provider if a tuberculosis screening test is positive.

Exempts screening requirements in emergency situations, for patients previously screened with no new risk factors, for patients with prior positive latent tuberculosis infection tests, and for patients unable to consent.

Prohibits disciplinary action, civil liability, or criminal liability against health care providers who fail to comply with tuberculosis screening requirements.

Requires Medi-Cal managed care plans to ensure access to tuberculosis care for enrollees with latent or active tuberculosis disease and coordinate with local health departments for patients with active tuberculosis disease.
