Removes requirement for State Board of Education to adopt rules and regulations for transferring sick leave between school districts, county offices of education, and community college districts.

Requires subsequent employers to honor leave transfer requests at any time during an employee's employment, rather than only at the time of transfer.

Requires former employers to provide specific information when responding to leave transfer requests, including employee identification, service dates, number of days to transfer, and contact information.

Expands transfer eligibility to include state special schools and employees moving to/from the State Department of Education, Chancellor's office, and Commission on Teacher Credentialing.

Prohibits school districts and community college districts from requiring transferring employees to waive any portion of accumulated sick leave as a condition of employment.
