Extends the deadline for the Labor Commissioner to issue civil wage and penalty assessments for public works contract violations from 18 months to 24 months after filing notice of completion or acceptance of the public work.

Authorizes an additional 18-month extension beyond the 24-month deadline upon showing of good cause, including when investigation and assessment is ongoing.

Requires assessments to be served by first-class and certified mail to contractors, subcontractors, awarding bodies, and bonding companies or sureties.

Maintains provisions requiring assessments to describe violations, specify wages and penalties due, include the assessment basis, and advise recipients of review procedures.

Requires interest to accrue on unpaid wages at the rate specified in Civil Code Section 3289(b) from the date wages were due until paid.
