Expands the definition of testing equipment excluded from drug paraphernalia laws to include equipment designed to test substances for contaminants, toxic substances, hazardous compounds, and adulterants, in addition to existing fentanyl and ketamine testing exclusions.

Establishes controlled substance checking services provided by eligible entities including syringe exchange programs, research institutions, colleges, universities, and community-based organizations working with public health departments.

Provides immunity from criminal prosecution, arrest, detention, and civil liability for individuals and service providers engaged in good faith controlled substance checking activities in compliance with the law.

Prohibits controlled substance checking service providers from collecting or sharing personally identifiable information with law enforcement, except aggregate data with no personal identifiers may be shared with public health officials and researchers.

Removes criminal liability for individuals obtaining controlled substance checking services and specifies that using such services cannot serve as basis for law enforcement search or seizure.
