CA AB2137

Authorizes foster youth services coordinating programs to provide tutoring, mentoring, and counseling services directly to foster youth pupils if the coordinator determines the school district cannot provide those services and they are identified as needed.

Expands the definition of "pupil in foster care" to include children who are the subject of a probation petition and identified by county welfare agencies or probation departments as at imminent risk of removal and placement into foster care.

Requires foster youth educational services coordinators to annually determine whether services can be secured through the school district and other funding sources before the coordinating program may provide services directly.

Maintains existing requirements for coordinating programs to develop foster youth services plans, establish Executive Advisory Councils, and collaborate with local educational agencies, child welfare agencies, and probation departments on educational placement and support.

Incorporates amendments from AB 3223 through Section 1.5, which becomes operative only if both bills are enacted and AB 2137 is enacted after AB 3223.
