Requires agreements for minisatellite wagering facilities to explicitly specify which live in-state races will be provided by associations or fairs to the sites, in addition to existing requirements for out-of-zone, out-of-state, and out-of-country races

Makes nonsubstantive changes including updating terminology from "California Horse Racing Board" to "board," "those" to "persons," and changing "prior to" to "before"

Deletes obsolete language that expired on January 1, 2013 regarding approval requirements for minisatellite wagering sites in the northern zone fair districts

Updates references to include "horsewomen" and "horsewomen's" alongside "horsemen" and "horsemen's" in purse agreement negotiations
