Beginning July 1, 2025, requires the Professional Fiduciaries Bureau to issue certificates of registration to professional corporations if they file articles of incorporation, proof of active status and good standing, and proof that all directors, officers, and shareholders are licensed professional fiduciaries under penalty of perjury.

Prohibits professional corporations from rendering professional fiduciary services or holding themselves out as professional fiduciaries unless they are registered with the bureau and comply with annual filing requirements.

Replaces the existing prohibition on courts appointing unlicensed professional fiduciaries with a requirement that appointed professional fiduciaries hold either a current license, a certificate of registration, or qualify for an exemption under the Professional Fiduciaries Act.

Requires professional fiduciaries filing petitions for guardianship or conservatorship appointments to disclose proposed fee schedules, license or registration information, and details about how they were engaged.

Makes violations of professional corporation registration requirements an infraction punishable by fines between $250 and $1,000, and requires courts to apply the same enforcement and disciplinary proceedings to certificates of registration as to professional fiduciary licenses.
