County human services agencies must designate at least one staff liaison as a point of contact for higher education institutions and include input from basic needs directors and coordinators when developing engagement protocols with campuses.

State Department of Social Services must develop and facilitate training for college staff and eligibility workers on student income evaluation, CalWORKs work requirements for students, and Local Programs that Increase Employability (LPIE) assessment.

Department must convene a quarterly workgroup including all 58 county staff liaisons, college basic needs directors/coordinators, and representatives from California State University, California Community Colleges, and University of California to discuss enrollment trends and identify barriers to public social services enrollment.

Department must submit a report to the Legislature by May 1, 2026, and every three years thereafter with findings on student enrollment trends in CalFresh, CalWORKs, Medi-Cal, and State Disability Insurance programs available to college students.

County implementation of these requirements constitutes a state-mandated local program subject to reimbursement under Government Code Section 17500 et seq.
