Starting with the 2026–27 academic year, all California State University and University of California campuses must provide information on service learning programs and opportunities for undergraduate students on their websites

Beginning with students graduating in the 2033–34 academic year, at least three CSU campuses (Sacramento, Fresno, and San Diego) and at least three UC campuses must require completion of a service learning program as an undergraduate graduation requirement

Service learning is defined as an educational approach combining meaningful community service with instruction and reflection to support student academic and civic engagement learning objectives

Universities may not increase total units required to graduate by implementing this requirement, and postbaccalaureate students who already completed a baccalaureate degree or service learning requirement elsewhere are exempt

The Legislative Analyst's Office must submit a report to the Legislature by February 1, 2036, evaluating the pilot program's effects on student engagement, graduation rates, and implementation challenges, with recommendations on whether to extend or expand the program
