Requires facilities holding involuntarily detained persons to offer and provide a copy of the State Department of Health Care Services' patients' rights handbook to family members under specific circumstances: when the person authorizes disclosure, a family member is physically present, notification occurs per law, or the person consents.

Allows handbook distribution in printed or digital format and permits facilities to also provide referrals to the Patients' Rights Advocacy Directory website or related organizations.

Requires facilities to offer and provide the handbook to the detained person if it has been provided to a family member.

Defines "family member" to include spouse, domestic partner, adult children, parents, legal guardians, grandparents, adult siblings, adult grandchildren, and adult relatives or close personal friends who demonstrate special care and concern.

Preserves privacy protections under HIPAA, the Confidentiality of Medical Information Act, and the Lanterman-Petris-Short Act.
