Establishes the Bilingual-Oriented Social Equity Services Grant Program within the State Department of Social Services beginning in fiscal year 2025–26 to fund community-based nonprofit organizations providing language access services in social services.

Allocates 40% of appropriated funds as Multilingual Success Grants to organizations serving limited-English-proficient populations whose languages represent 2% or more of California's total population.

Allocates 60% of appropriated funds as Multilingual Access Grants to organizations serving limited-English-proficient populations whose languages represent less than 2% of California's total population.

Provides grants to pay differential compensation to direct service professionals whose primary job responsibilities include communicating in languages or mediums other than English, including American Sign Language and indigenous languages.

Requires grantees to report annually starting July 1, 2026, on services provided by language and number of clients served; requires the department to report to the Legislature annually starting January 1, 2027, on participating organizations, regions served, and aggregate funding amounts.
