Establishes a statutory lien on all revenues from Measure A parcel taxes (approved in 2002) to secure obligations of the City of Alameda Health Care District related to certificates of participation issued between January 1, 2024, and December 31, 2034.

Requires that proceeds from certificates of participation be used exclusively for construction projects and prohibits their use for operational costs.

Creates an automatic lien that arises without requiring action or authorization by the district board and becomes effective and binding upon execution and delivery of the certificates without need for recordation or filing.

Applies to the lien for refunding certificates issued before 2064 that refinance the original certificates.

Declares the statute urgent and necessary for the City of Alameda Health Care District to complete financing and meet obligations to vendors and creditors in a timely manner, taking effect immediately upon Governor's signature on July 18, 2024.
