Authorizes the California Department of Motor Vehicles to issue special license plates and distinguishing placards to veterans with post-traumatic stress disorder (PTSD) diagnoses connected to their military service.

Allows disabled veterans to submit certification from a county veterans service officer, the Department of Veterans Affairs, or the United States Department of Veterans Affairs as proof of PTSD diagnosis in lieu of a medical certificate.

Updates Vehicle Code language to use "person with a disability" instead of "disabled person" throughout relevant sections.

Makes technical corrections to existing provisions regarding special license plate and placard issuance procedures, renewal requirements, and eligibility verification.
