Authorizes common interest development associations to adopt election operating rules allowing electronic secret ballot voting conducted by independent inspectors, except for assessments elections, with members able to switch voting methods up to 90 days before election.

Requires internet-based voting systems to authenticate member identity, validate ballot integrity, transmit receipts to voters, and permanently separate identifying information from ballots to ensure secrecy.

Modifies ballot distribution requirements so that physical ballots are only mailed to members voting by written ballot, while electronic ballots are sent to members who have opted in or not opted out of electronic voting.

Expands election notice requirements to include date and time for transmitting electronic ballots and preliminary instructions on electronic voting, and allows delivery of amendment texts by electronic means to members voting electronically.

Adds tally sheets of electronic secret ballots to association election materials that must be retained for one year, inspectable upon written request, and kept in custody of election inspectors until after vote tabulation and challenge period expires.
