Requires the Behavioral Health Services Oversight and Accountability Commission to create a strategic plan by July 1, 2025 addressing early psychosis intervention, including fiscal impacts, workforce development, and public awareness strategies.

Mandates the commission consult with the State Department of Health Care Services and related state entities while developing the strategic plan to improve California's response to early psychosis.

Directs the State Department of Health Care Services to partner with the University of California to develop a plan establishing a Center for Mental Health Wellness and Innovations to promote evidence-based behavioral health practices.

Specifies the proposed center's duties would include workforce training, implementation support for evidence-based treatments, educational resource development, and research initiatives.

Requires submission of the center's establishment plan to relevant legislative committees by July 1, 2025, if the center is created.
