Prohibits the Medical Board of California from requiring license applicants to disclose conditions or disorders that do not impair their ability to practice medicine safely, or conditions being treated that no longer impair their practice.

Allows the board to still require applicants to disclose participation in mental health or substance use disorder treatment programs resulting from accusations or disciplinary actions by any licensing board.

Requires the board to inform applicants who disclose a current impairing condition or disorder about the availability of probationary or limited practice licenses.

Requires physicians renewing licenses to complete and return the board's questionnaire either electronically or by mail rather than only by mail.

Prohibits renewal questionnaires from requiring disclosure of any information that applicants are prohibited from disclosing under this bill.
