Requires local educational agencies to confirm that grade 12 pupils complete and submit either a Free Application for Federal Student Aid (FAFSA) or a California Dream Act form, unless they opt out.

Before exempting a pupil from these requirements, local educational agencies must provide specified information to the pupil and their parent or legal guardian, including the purposes and benefits of financial aid applications and consequences of not completing them.

Requires notification to parents or legal guardians with sufficient time to act before the local educational agency opts out the pupil on their behalf.

Mandates that local educational agencies direct pupils to available support services such as programs operated by the Student Aid Commission, college readiness organizations, and community-based organizations.

Establishes that pupils who do not fulfill the requirements shall not be penalized and this requirement does not affect a pupil's ability to graduate.
