Extends the filing deadline for first unemployment compensation disability insurance (UCDI) claims from 41 days to 60 days following the first compensable day of unemployment and disability.

Allows individuals to file UCDI claims up to 30 days before the first compensable day of disability, contingent on implementation of the Employment Development Department's next integrated claims management system upgrade.

Extends the appeal period for UCDI benefit determinations from 30 days to 60 days from service of the notice of determination, with extensions possible for good cause.

Extends the filing deadline for paid family leave (family temporary disability insurance) claims from 41 days to 60 days following the first compensable day, and allows filing up to 30 days before the first compensable day upon system implementation.

Extends the appeal period for paid family leave determinations to 60 days from service of the notice of determination, with extensions for good cause, and requires initial benefit payments within 14 days of receipt of a completed claim or when eligibility begins, whichever is later.
