Authorize winegrowers to sell spirits of wine they produce to any person holding a license to manufacture or rectify distilled spirits, in addition to existing options to sell to industrial alcohol dealers or blend into their own wine.

Expand the definition of "produce" for craft distillers to include spirits of wine produced by winegrowers, allowing craft distillers to mix, color, flavor, or blend these spirits into their distilled spirit products.

Amend Section 23358 of the Business and Professions Code regarding winegrower privileges and Section 23502 regarding craft distiller licensing and operations.
