Increases maximum Cal Grant C award amounts to no less than double the 2023–24 award year maximum, commencing with the 2025–26 award year, upon appropriation in the annual Budget Act.

Requires Cal Grant 2 access awards (covering nontuition expenses) to be no less than double the maximum per-student amount from the 2023–24 award year, adjusted annually for inflation unless suspended by the Director of Finance due to projected state budget deficits.

Sets prorated Cal Grant awards for students in qualifying occupational and technical training programs at no less than double the maximum Cal Grant C award amount from the 2023–24 award year.

Makes technical corrections to Education Code language, including replacing gendered pronouns with gender-neutral language and updating terminology (e.g., "utilized" to "used," "his or her" to "the person's").
