Expands vehicle impoundment authority to include exhibition of speed in offstreet parking facilities, in addition to existing authority for speed contests and reckless driving on highways.

Maintains the 30-day maximum impoundment period for vehicles seized under these provisions.

Excludes aiding or abetting an exhibition of speed from the offenses qualifying for vehicle seizure.

Requires release of seized vehicles prior to the impoundment period if the registered owner was not the driver or passenger and was unaware of the violation, or if charges are dismissed or not filed.

Establishes that registered owners are responsible for towing and storage charges unless they were unauthorized users of the vehicle, in which case the court may order the violator to reimburse costs.
