Establishes the Office of Tenants' Rights and Protections within the Civil Rights Department, to be administered by a director appointed by the Governor.

Requires the office to create and maintain an up-to-date, digestible, and language-inclusive list of statewide tenants' rights and protections.

Mandates the tenants' rights list be made available in six languages: English, Spanish, Chinese, Tagalog, Vietnamese, and Korean.

Makes the office operative only upon legislative appropriation of sufficient funds.
