Creates an exception to California's prohibition on altering vehicle pollution control devices for new aftermarket catalytic converters approved for sale and use by the United States Environmental Protection Agency.

Maintains existing prohibitions against installing, selling, offering for sale, or advertising devices that alter or modify motor vehicle pollution control systems, except for EPA-approved aftermarket catalytic converters.

Preserves all other existing requirements that vehicles be equipped with required pollution control devices that are correctly installed and in operating condition.

Maintains existing penalties for willful violations, including maximum fines with no suspension allowed.
