Adds "installations" to the definition of "public project" under the Uniform Public Construction Cost Accounting Act, expanding the types of work covered by public works procedures.

Increases thresholds for public agency project procurement: raises force account limit from $60,000 to $75,000, informal bidding limit from $200,000 to $220,000, and formal bidding threshold from $200,000 to $220,000.

Increases the contract award ceiling for overbudget informal bids from $212,500 to $235,000 when all bids exceed the informal bidding threshold and the public agency's cost estimate was reasonable.

Requires the California Uniform Construction Cost Accounting Commission to review public agencies for improperly splitting work into smaller projects to avoid bidding requirements and for noncompliance with notice and publication requirements for formal bids.

Establishes 90-day review timeline for commission investigations of work splitting violations and bidding procedure noncompliance, with 60-day public hearing requirement for agencies found in violation.
