Establishes the California Guaranteed Health Care for All program (CalCare) as a single-payer universal health care system governed by a 9-member CalCare Board to provide comprehensive coverage to all state residents without premiums, deductibles, or cost-sharing.

Creates the CalCare Trust Fund (continuously appropriated) to receive federal payments from Medicare, Medicaid, and Affordable Care Act programs, plus state revenues, for funding health care delivery.

Requires the Board to conduct a fiscal analysis by July 1 of an unspecified year to determine if CalCare can be implemented and whether revenue is likely to cover costs within eight years.

Covers comprehensive benefits including inpatient/outpatient care, prescription drugs, mental health services, reproductive care, long-term services and supports, dental and vision care, and ancillary services currently provided under Medi-Cal, Medicare, and CHIP.

Provides for health care provider participation through negotiated global budgets for institutional providers and fee-for-service payments for individual providers; prohibits participating providers from billing patients for covered services or entering into private contracts for covered benefits.
