Prohibits the sale or distribution of air care products in California containing 18 specified chemical ingredients, effective July 1, 2026, including lilial, methyl eugenol, pulegone, xylenes, styrene, acetaldehyde, musk xylene, select formaldehyde releasers, phthalates, diethanolamine, glycol ethers, parabens, naphtha substances, cresols, methyl isobutyl ketone, phenol, pyridine, and myrcene.

Exempts nonfunctional constituents (incidental components or byproducts with no functional or technical effect) from the prohibition if present in products manufactured to comply with the law.

Requires manufacturers to prepare and submit technical documentation upon request from the Department of Toxic Substances Control within 28 days, demonstrating compliance with the ingredient restrictions.

Requires manufacturers to provide certification to retailers that products comply with the law upon request, or alternatively display the certification prominently on shipping containers or packaging.

Allows manufacturers to use existing trade secret protection procedures with the Department of Toxic Substances Control for claimed confidential ingredients.
