Requires ticket sellers to immediately deliver a proof of purchase (electronic receipt with unique identifier) to consumers upon selling a ticket to an entertainment event.

Mandates venue operators honor a proof of purchase as valid entry in lieu of the actual ticket if the consumer cannot access their ticket, the proof is legitimate, links to the event ticket, and that ticket has not been used.

Establishes civil penalties of up to $2,500 per violation for ticket sellers failing to provide proof of purchase or venue operators refusing to honor valid proof of purchase.

Each ticket sold without proof of purchase or each proof of purchase not honored constitutes a separate violation subject to enforcement by the Attorney General, district attorney, county counsel, or city attorney.

Creates Chapter 21.2 (Fair Ticketing Practices Act) in the Business and Professions Code defining key terms including consumer, entertainment event, venue operator, and ticket seller.
