Requires local fire enforcing agencies or State Fire Marshal to conduct mandatory preinspections of prospective child daycare facility applicants without waiting for a request from the applicant.

Preinspections must verify whether facilities are authorized to enroll only ambulatory children or both ambulatory and nonambulatory children to identify necessary Americans with Disabilities Act modifications.

Exempts child daycare facilities from requiring revised fire clearances when adding nonambulatory children once approved for such enrollment, unless the facility exceeds capacity or makes additional modifications.

Applies the exemption retroactively to facilities that obtained fire clearance approval before January 1, 2025 authorizing enrollment of nonambulatory persons.

Establishes that if the Commission on State Mandates determines this bill creates state-mandated local program costs, reimbursement shall be made pursuant to existing statutory procedures.
