Mandates training facilities be strategically located near ports engaged in offshore wind development, with both large-scale facilities and smaller satellite centers, prioritizing partnerships with community colleges, regional occupation centers, and trade schools.

Requires annual reports to the Governor and Legislature detailing progress in establishing and operating training facilities, including fund usage, trainee enrollment numbers, and improvement recommendations.

Defines "offshore wind workforce safety training facility" as an accredited facility offering educational and practical training to meet offshore wind industry safety standards, with facilities designated as large-scale or small-scale based on proximity to offshore wind lease areas.
