Updates oversight board jurisdiction boundaries in counties with more than 40 oversight boards to align with district boundaries as determined by the Citizens Redistricting Commission, rather than fixed boundaries from July 1, 2018.

Requires county boards of supervisors to determine which oversight board has jurisdiction over successor agencies with territory in multiple supervisors' districts by July 15, 2025, and by July 15 of each year following district boundary adjustments.

Applies to successor agencies winding down affairs of dissolved redevelopment agencies and ensures proper allocation of oversight responsibilities based on current district boundaries.

Authorizes reimbursement to local agencies for any state-mandated costs determined by the Commission on State Mandates pursuant to existing statutory procedures.
