Requires the Ocean Protection Council to establish an interagency coordination group by March 1, 2025, including representatives from the California Coastal Commission, Department of Resources Recycling and Recovery, State Water Resources Control Board, and five other agencies.

Mandates the council to identify and recommend statutory changes needed to implement the Statewide Microplastics Strategy (published February 2022) and submit recommendations to the Legislature by December 31, 2025.

Specifically requires examination of policies to promote ENERGY STAR condenser dryers and washing machines with microfiber filtration systems (mesh size not greater than 100 micrometers) and development of incentive programs including rebates.

Requires the council to adopt a workplan by December 31, 2025, designating which agencies will implement the microplastics strategy recommendations, with the workplan provided to the Legislature.

Automatically repeals on January 1, 2029.
