Requires the Civil Rights Department to establish a workgroup to develop recommendations for updating California's accessibility and antidiscrimination laws related to workforce and employment for people with disabilities.

Workgroup membership must include at least 10 representatives from diverse stakeholders, including individuals with personal disability experience, families of children with disabilities, business and labor communities, and state agencies like the Department of Rehabilitation and protection and advocacy agencies.

Workgroup must examine existing labor laws and employment policies, review best practices from other states, and assess data on workforce participation and outcomes for people with disabilities.

Department must submit a report to the Legislature by July 1, 2025, with recommendations to improve workforce integration, civil rights enforcement, and reduce unemployment and underemployment among people with disabilities.

Provisions automatically repeal on January 1, 2028.
