Requires courts to provide certified copies of special immigrant juvenile status (SIJS) orders within 3 court days when expedited processing is requested with a proposed order.

Authorizes courts to appoint a parent as guardian of their unmarried child aged 18-20 in connection with SIJS petitions, with the child's consent.

Permits courts to extend guardianships past age 18 to allow individuals to complete the SIJS application process with U.S. Citizenship and Immigration Services, up to age 21.

Clarifies that guardians cannot abrogate rights that 18+ year-olds have as adults, including decisions about medical treatment, education, or residence, without the ward's express consent.

Becomes operative January 1, 2025.
