Extends the discovery exemption under Evidence Code Section 1157 to include prehospital emergency medical care person or personnel organized committees and review committees, for purposes of civil proceedings only.

Proceedings and records of prehospital emergency medical care review committees are now protected from discovery and testimony, consistent with existing protections for medical and other health care professional review committees.

Exemption does not apply to committees exceeding 10 percent of society membership or when a person serves on a committee reviewing their own conduct or practice.

Exemption does not apply in criminal actions, allowing discovery and use of relevant evidence in criminal proceedings.

Defines "prehospital emergency medical care person or personnel" by reference to Health and Safety Code Section 1797.188.
