Requires courts to keep confidential all petitions and related papers when a minor under 18 seeks to change their gender and sex identifier or to change their name and gender and sex identifier simultaneously.

Limits access to these court records to the minor, adults who signed the petition, the minor's parents or guardians, guardians ad litem, individuals subject to orders related to the petition, and their respective attorneys.

Includes legislative findings that confidentiality protects the privacy and safety of transgender and nonbinary youth, who experience significantly higher rates of depression and suicidal ideation than cisgender peers.
