• Establishes the California Pawnbroker Education Council governed by a board of directors including representatives from law enforcement, the Department of Justice, licensed pawnbrokers, and an attorney

• Requires the council to develop a standard curriculum by January 1, 2026 that includes at least 8 hours of prelicensing education for new applicants and 8 hours of continuing education for licensees seeking renewal

• Mandates curriculum cover compliance with federal laws (bankruptcy, anti-money laundering, lending) and state laws including California Pawn and Secondhand Dealer System (CAPSS) reporting requirements

• Requires individuals and entities offering approved educational courses to apply for and obtain council approval before providing prelicensing or continuing education courses

• Sunsets all provisions of the education requirements and the council on January 1, 2029
