Authorizes local authorities in San Diego County to prohibit persons under 12 years of age from operating class 1 or 2 electric bicycles through ordinance or resolution until January 1, 2029.

Violations are punishable by warning notice for the first 60 days after adoption, then by $25 fine thereafter; parents or guardians of minors are jointly and severally liable for fines.

Allows citation records to be dismissed and fees waived if the violator completes an electric bicycle safety and training program within 120 days.

Requires counties adopting such ordinances to submit a report by January 1, 2028 detailing traffic stops, violations, demographic data, officer actions, and crash data involving minors on electric bicycles.

Mandates a public information campaign of at least 30 calendar days prior to ordinance enactment in major media outlets and press releases.
